No offence but America does not end things, they start it and then act like they are trying to help. Everybody has a freedom of opinion so you are free to believe what you want but I am saying this because I know from my personal experience when they bombed my country in 1999, they dumped their radioactive leftovers into our air and ground, killed civilians then and thousands are dying today from cancer because of it. And if that wasn't enough, they chopped off part of our country from us in 2008. I would not blame you for not knowing this things because media is the best tool to cover up things.

try running the game at the lowest settings to see if you can even go over 60FPS
as others have suggested, maybe vsync is on or some sort of frame capping setting
not all games call vsync as 'vsync'

first, make sure that the card is set to UBER MODE
theres a little switch on the card itself, flick the switch so that its closest to the rear of the card (the side without the monitor connections)
 
download Unigen Valley and run the benchmark. compare it to other results available from reviewers
 
also, try running that benchmark with the Teak GPU Program running in the background. once it completes benchmarking, you'll be able to see if your GPU was running at full Peg or not

mouse i dont know what type you liked but theres plenty out there and you have more then enough money left over for one

AMD have more games i think, but loads of games have physx (which does not mean it's nvidia optimised)
