Manufactures dont provide drivers on CDs or other physical media they simply point you where to download them, you could try this tho https://www.gigabyte.com/Consumer/Software/GIGABYTE-Control-Center/global/

I would start looking in Software problems before swapping all the hardware and noticing no change at all.
Steps to do:
Update BIOS => Check for CPU spikes
Update AMD Chipset drivers => Check for CPU spikes
Uninstall Corsair software => Check for CPU spikes
Reinstall Windows => Check for CPU spikes

Currently apart from stability testing or A/B cooler testing there are not advantages, Changing clock states takes nano seconds since (Intel Speed Shift), generally you might be loosing Single core performance tho, as most modern CPU will clock higher while doing 1core work load.

My 4090 that was 2-3 months with out any support is fine, from what i have seen most of those cards that cracked were shipped in prebuilds with out any protection.

No, W10 is actually worse for the new Intel chips with Big/Little cores.
Your CPU is overheating hard so my guess is that its throttling so hard that any load on it makes it 100% of the usage.

W11 is the optimal choice for newer Intel chips due to the updates to the scheduler for the Big/Little cores
