Fuck no, even if Sony or Microsoft made a console with the same power as a high end machine, a new graphics card and processor can be released and instantly be more powerful than the consoles.
I have a GTX 780 and I had this problem with Physx too, you have to manually update physx in the nvidia control panel because updating geforce experience doesnt work. as soon as I updated the drivers I could play with physx with a solid 50fps.

I would get a 120gb ssd for windows and use a 2tb hard drive for storage and games.
I use a samsung evo 120gb ssd for windows, a western digital black 2tb for gaming and a western digital green 3tb for media.
I chose a Corsair Rm 850, its a bit overkill but it gives me the option to SLI in the future without worrying about my PSU, I would suggest a 700w prob.
as long as its 1600 it doesnt reallt matter mate, I use Kingston Hyper X Fury 1866, but you should be fine, I use a single 8gb stick, people say that dual sticks a a bit better, but i dont think you will notice it in games
