Which part of "everything is okay" don't you understand?

It still shows as 4 cores 8 threads even on a top of the line ASUS Sabertooth 990FX R2.0 motherboard or even a Crosshair V Formula.
Upgrading won't change anything.

All 8 cores are detected, just Windows being dumb and telling you your CPU is 4 cores 8 threads because the way the architecture is shares resources among all cores by 4 modules of 2 cores each.

I have 2 MSI 970A-G46 AM3+ motherboards aswell and same thing there. It's just the way things are.

It's not strange to see 75% CPU usage in games, especially if you uncap the framerate, your system will try to push as much fps as it can so it will make for higher load.

Pcie 2.0 x16 doesn‘t limit a GTX 1070. 

I decided to turn the fan down to "silent" in the bios, the temp at idle was around 28-35, something like that, and during load it was good too. I'm gonna hold off on getting a new cooler for now since the thing isn't crazy loud anymore. Thanks everyone for all the feedback, good to know that not everyone on the internet isn't toxic.

The stock cooler isn't great indeed but if you tune the CPU fan curve inside your BIOS et reduce the voltage of the CPU it doesn't get that hot and loud anymore.
Also a 212 evo is enough and will remain much quieter even at full blast than the stock cooler.

@PotatoRynn just tune down your fan curve and reduce the CPU vcore a little for now until your 212 evo arrives, it will keep it cool enough and will be much quieter
I can help you with that, I own 2 FX CPUs to this day still and I have an FX-8320 which is basically the same with lower clocks out of the box.

The max turbo frequency is usually 1 or 2 cores, when running 100% load on all cores the max turbo frequency you will see is lower but it still boosts as you can see.

ALWAYS OC from your BIOS, don't use software, it's unreliable

Reset your BIOS to optimized defaults and see what happens. Also reset the software, remove it completely and never use it again.

My guess would be that you're setting too high of a bitrate for the users to download so it's always buffering cause their internet can't keep up?
 

If you're using Ryzen, i'd highly recommend using Win10

Guess i'll stick with my 580 then until prices go down or until I can buy a GTX 1060 or something like that.

Don't worry, he has never heard of you either. It's all good.

AMD Athlon X4 860K, and yes, it can be paired with a GTX 950 without any problems.
