I have a problem that max resolution I can get from my setup is 1080p even though my monitors resolution is 1440p.
My setup is: ThinkPad T430p thunderbolt2/mini-displayport -> miniDP to HDMI converter -> HDMI cable into DELL U2518D.
 
I was thinking that maybe I need to buy a miniDP to DP port cable so the connection is more direct? 
 
Pretty sure that this laptop should support larger resolutions. I have another newer HP laptop that connects through miniDP to DP converter and then an HDMI cable and it is possible to select 1440p resolution,

If you're possibly willing to go for a used PS4, maybe you'll go for a used PC? Plus do you already own games on PC or do you have games on PS4 also? If not, I'd take the price you'd be willing to pay for a used PS4, add in PSPlus and the prices of games you plan on getting in the next month or so and compare what a used PC would look like. Since you've already got a good enough GPU to run 1080p med settings at 30FPS easily, you'll be able to get a fairly decent system. Easily in the Ivy-Bridge range

Well, gaming isn't #1 priority for me anyways so I wouldn't worry too much about not being able to run games.

Medium - High on textures and GPU related stuff and the lowest on post rendering, 2X MSAA and generally low on everything CPU uses.

Just get something like Zowie FK2 or Razer Deathadder and a cheap office keyboard. Replace it with something more fancy in the future.
