    If it were up to me, I would upgrade the CPU, motherboard and adding more mass storage
     
    Since your upgrade seems to focus on gaming, here's my suggestion:
    1. CPU: Ryzen 5600X is the best budget in AM4 platform, and you may upgrade to 5800X3D later sometime in the future when the price drops
    2. Motherboard: I may be biased, cause I generally prefers Gigabyte because it has a lot of USB slots, but ASRock, MSI, and ASUS is also a respectable brand
    3. 1TB for OS and game directory is a bit small, and I would suggest to add some mass storage so that your file other than OS and game directory will have more space, especially since modern AAA title games will consume 100GB easily. And since most modern motherboard can support at least 2 slots of NVME, I would say it wouldn't hurt to fill the slots. A cheap Kingston NV2 is really worth the price for mass storage where you can get 2TB for AUD120
     
    So in total budget, it's AUD621 (shipping and taxes included)

    I'm not sure I understand your question. You want to play low level games for which you already have more than decent enough hardware, except the missing GPU. Why would you want to replace all that? The only upgrades I see are: Double the RAM and a more powerful PSU if the new GPU should require it. If you keep a copy of your stream locally, a HDD for bulk storage might not be a bad idea.

    The Torrent has tons of space. So a Noctua NH-D15 would clear fine if you want to stick to air cooling.
     
    I don't think I would recommend trying to cool a 13700k on a single fan AIO...
     
    As for the 180mm sized radiators, there's not much of a selection of those at the moment. It's just not a common fan size.

    If your friend doesn't need 64gb ram, me personally would get the Intel one.
    Why? Cheaper. Because I already have a 1200w PSU anyway.
    Will need to buy him an SSD though.
    The perf difference in game is not a dealbreaker.

    Understood, no offense was meant (seems as though as it was possibly taken that way by your reply). I just mentioned what I did to try to help explain why I thought I'd be pretty safe. I also said it as a means of input that could get some feedback that might help me better understand if either my conclusion was good, or there was something else to consider.
