no its not. It will perform similarly to Gtx 770. It wont affect modelling, unless you are dealing with models that are not intended for games ( very high poly count )
260x is amazing deal for money, you can get one for like 130$. i saw today r9 270 actually going for that kind of money.
cpu isnt the best at all, but since you are on extremelly limited budget, you will definitly have to invest some money in future to get most of the cards performance
