I'm happy to be wrong on this, but I feel like the warning LED on the motherboard would have prioritised the CPU warning if there was no CPU?

Go with i3 4350 or i5 4590, Any m-ATX/ Mini ITX H97 motherboard, add an SSD for Windows(ADATA SP 920 is great for office work), 500GB/ 1TB HDD, Windows 8.1 and cheapest kit of 2X4GB RAM compatible with your motherboard. Cooler Master's N series cases are cheap and functional, your choice of PSU is okay ~ although for long term builds SeaSonic is preferred.

ssd is definitely worth it! It will make any machine feel a lot faster. It is easy to add a big drive after the fact if more space is required.

For your dad I would use the i3-4130. 2 core 4 thread. Should be more then enough for him.

Yes! Your RAM and motherboard are compatible. If you want to know if your RAM will work with a certain motherboard, look for DDR3 (or whatever the new RAM standard is) and look for that label on the motherboard.
