You may have noticed a ton of posts about this on reddit already
The "Save the Internet" Bill passed the house 232 to 190, with one Republican voting in favor, so bipartisan support is technically not a lie, just a strong mischaracterization of the truth written by someone completely bankrupt of journalistic integrity. But not a lie, technically.
We did it Reddit!
The stupidity of this premature celebration is compounded by the fact that Turtle-American Senate Majority Leader Mitch McConnell already announced it won't even make it to the Senate floor yesterday before the vote had even happened in the house.

So here we are, claiming victory in an effort that was just symbolic, passing legislation that won't even be brought up for debate or a vote.

Meanwhile: A bipartisan bill is in waiting to forbid the IRS from creating a free electronic (online) system by which citizens can file their taxes, thus giving corporations carte blanche to stop offering citizens the ability to file their taxes online, for free. This will be because right now, the IRS has a deal in place with these companies saying "we won't develop a system for people to file their taxes for free, so long as you give them the option to file for free". There is nuance to this agreement, but basically if the IRS is forbidden by law from developing such a system, these companies no longer have any reason to offer you the ability to file your taxes for free.
The authors are a democrat and a republican, the supporters have received donations from the likes of Turbotax and H&R block.
Notice how bipartisanship only happens when no one is paying attention and it benefits no one other than those who have been elected?
These idiots are going to push things until 1776 part 2 is the only viable option for the American People. Sadly I fear the consequences (outcome) of that, more than what these idiots will do, given enough time.
Stop voting for parties, stop voting for anyone with a party symbol next to their name.

one of the problems you'd run into here is the I/O shield is attachced, you'd have to go all jank and cut a hole. Also old motherboards can be expensive sometimes, depends on what you're getting, sometimes more than they were new.

At that point, I'd just get a new used machine, there's a lot of dell optiplex towers that businesses dump on ebay, in the 100$ neighborhood you'd get a quad core i5 or i7 that's either sandy or ivy. Slap a 25$ SSD in there and it's a good machine. Get a regular tower not a thin one so you can put full height cards in there.

If you really want to cut a hole, non prebuilt motherboards that have wide support are enspsive. Cheapest option is to get a motherboard pulled from a prebuilt. To ensure comparability, look for one that comes with a core 2 quad, like this one. They often pull and sell the 2 together.
Obviously there's probably cheaper options. You'll need a micro ATX size.
I still strongly suggest getting a used sandy or ivy system. Core 2 is long out of date, and has a lot of trouble running stuff, but sandy and ivy bridge still run a lot of newer games very well.

Dell's will do that. I have worked on a few (specifically Foxconn boards), where they are definitely quad core supported but BIOS locked down (and any attempt to re-flash the BIOS with a stock one is to gets you told off by Dell's BIOS security for an unsigned BIOS)

In theory you can prevent time wasting stuff like republicans in the house repealing obamacare every week as a statement under Obama and stuff like SOPA which came through over and over after it failed, but bills are just rebranded before being shoved through again and again until they pass when people aren't paying attention and fighting/complaining.

Senate Majority Leader. He makes the schedule for the senate, he steers the party vote, whips keep party in line, defecting can lead to punishment like loss of roles in committees. The majority leader of either party is who you want to pay off if you need something done or blocked.
