    What are the bad things you hear about the Deathadder Elite? Razer has stepped up the quality of their mice recently. Technically it's the better mouse of the two, but the deciding factor should be comfort.

    The Core 2 Duo is most likely on an LGA775 socket while the i5-2400 is on LGA1155, which means you'll need to replace the motherboard. Finding a motherboard for this case is going to be difficult. Why not build a new PC with a Ryzen 3 2200G for example?

    Yes, they are one of the top brands and usually the best choice for budget AM4 motherboards. Used to be, not anymore.

    The 2060 is still not announced. It will likely be more expensive than the current 1060 prices. If you need a GPU now, buy a 1060 or check out the used market.

    RTX 2080 when it comes out or GTX 1080 Ti if you can find it on a good sale. AMD only competes up to GTX 1080 level of performance for now.

    You should be looking at VA 144Hz panels, however the choice is limited. Acer has some decent budget ones like the Acer ED273. If you can spend a bit more money, Samsung C27FG70 has a pretty good panel. I don't know what you found clunky about the MSI monitor, the monitor OSD is barely used anyway.

    You should be able to find a GTX 1060 3GB for that price. If not, the RX 470/570 is the second best option.
