titan z is a sli of two titan black. 
titan z=3000
titan black=1200$
 
with 800$ you can do a nice custom loop watercooling

I had the chance to compare both of these mice. (Razer Mamba, RAT7)
 
Overall, the RAT7 have a really weird sensor (acceleration), cant play with it a CS:GO and Dota2. The mice feel very cheap and the click sound is annoying.
 
My mamba is higher, very sensitive click. the mice quality feel correct and really comfortable.

1x120 or 1x140 or 1x240 or 1x280 or 1x360 (30mm thick) top and a 360mm (30mm thick) front.
If you have 2 360mm, the port on the front one will be toward top, and the port on the top one will be toward rear.
Note: you cant have multiport in this case
If you want to be safe, the best cooling solution after 2 360mm is one 360mm and one 280mm

Personally I think the 4790 should already be good enough for most use cases, and if you upgrade to a GTX 980 and a better PSU first you should see a big boost in performance just from that without breaking the bank. If that's not enough then you can always change the motherboard, RAM and CPU later on.

The phantom should be all right
With a SLI you can have a mid or full tower.
If you live in mexico buy MX-4 Thermal paste and you can add one or two fan
