I'd argue for a web-based application, because you don't have to worry much about system compatibility. You'll get more marketability if you can say your thing can run on Windows, Mac, Android, and iOS.
I'd also argue one of the best options since it requires the least amount of environment setup and work (relatively speaking), Node JS for the back-end. This consolidates the amount of programming languages you use to just one: JavaScript. If you need a database, you can use something like MongoDB and a Node JS library to access it.

Oh, that's probably why then.
Well, comments aren't meant for you at all, they are a way of making code readable for other people because it is extremely important when doing it as your job or writing programs that people will use for more than a short time.
Other people need to be able to understand what you write so they can modify and improve it.
Also, programs need to constantly change to fix or improve or add stuff, and when you have a billion lines of code that only you can understand, if you ever leave the company or stop updating your program it will quickly become obsolete because nobody can keep it going.
Sometimes after long periods of time even you won't be able to understand your program because programming style changes as you get more experienced, so sometimes yes comments can help you out too, but 99% of the time they are intended for others.

HTML doesn't need a compiler, because it's a markup language (htML), not a programming language.
You really should get a beginners book for HTML or read a good online tutorial.
I think what information you need is, that you just create another html-file in your directory. For example, put the second website (you want to get redirected to) into the file "second.html", and then do this:
