sounds like the driver is unbalanced or one of the wires got pulled internally or it wasn't soldered right. but do make sure its not the audio source, play a regular stereo song & see if the issue exist throughout. happens on all range it might be a damaged product .

dunno, depends on your ears & user interface you feel comfortable with. i keep the system volume up max, except windows notifications. and adjust volume through whatever software/game/media player i'm using. it gives me fine control from within & not limited by default at a peak. By the way if money isnt an issue, i'd suggest you buy this usb Sound card you mentioned or a better sound card, all of my suggestions hovers around trying to fix what you have with you now & see if things get better without spending money. you will notice a cleaner bass & most probably loudness increase from a dedicated source,

Jensen is probably pumping his arm full of steroids & pumping up his muscles, polishing & cleaning his classic leather jacket prepping for the main event. Aint no nvidia main even complete without Jensen starting with the whole swole leather jacket show & nearing the reveal, switch to half sleeve tight tee & lifting GPU in one arm sideways & Flexing his biceps. -

probably a 3000 series reveal event. they're counting down old gpus for 21 days leading upto this, so it should be a significant performance tier GPU theyre releasing with that sort of hype. -
just try & use it for a while,theres a lot of conflicting opinions about burn ins, but after a weeks use it should sound clearer & a little bit louder in general as your brain gets used to it. meanwhile try it on other devices like laptop or tablets or someone elses PC. see if theres an audio issue or it's sounding "even" on all platform. use a same song with a constant bitrate flac/mp3 as a test material, pick a song that you've been hearing for a few years. if you feel theres something wrong & its sounding lower than regular headsets, then you can try returning it. PS: sometimes the normalizing option you mistakenly enabled/Disabled in audio driver could back fire, toggle & see if it works. plus adjust EQ as well see if that makes any difference.

everything has a price.
at the end of the day we're simply consumers assembling pre-made stuff for us. we're not "building" anything for 'budget' or 'price to performance' . there is no tier list in general from a business perspective. we are enthusiasts who end up estimating & calculating things excessively. realistically it's just "how much money you have = here's the thing you can buy". it's always has been like that.

maybe, the performance was rumored to have 30% bump with 50% less power draw versus previous gen & now with that 12 pin shown in leaks if it takes that much power & chip can handle twice efficiently over last gen, then they're most probably feeding a beast.

if theres an impedence settings option on your audio drivers UI , try raising it to a medium range , it should in theory push drivers with more power to give out louder volume.
