Just as a heads up, there being solder on that header doesn't mean there used to be a header there. PCBs are usually bulk presoldered at factories then specific components get soldered on by PaP machines. Notice there's also resistors that aren't there because they simply aren't needed on that version of the USB but there's still solder on the pads.
Take your graphics card apart and you'll see spots with solder but no components too.
Unless Techpowerup got a second hand board with some components taken off for their review..

What's with the influx of quick to anger people jumping to conclusion about companies lately...
You want to be mad, but don't want their help because their solution to help would somewhat inconvenience you?
Please realize that they don't have the drive in front of them, they don't see the files. To them, you just sound crazy person demanding them to send a flashdrive without providing actual physical proof. They are supposed to take your words for it?
Are you just looking to vent or something? It's a generic flash drive branded with their logo. Even assuming it was used and had random files on it... Delete the file and move on with your life. Don't be expecting top tier performances from a generic flash drive.

It isn't too uncommon at all for super cheap usb drives to contain used flash media. Though actually finding anything on said media is definitely a rare sight.
The pcb is manufactured to cover a few different products. So seeing it with unpopulated spots for a type c connection isn't odd at all.

I'm honestly not sure why you think this was a used hard drive. They manufacture an almost identical thumb drive with a USB-C interface. The PCB is almost certainly manufactured in the same run and if they aren't putting a USB-C port on it, they just leave the solder pins as is.
As for the System Volume Information, this is a normal partition on the hard drive for various Windows functions.
If I recall correctly, tons of flash drives used to come with some dropbox files/firmware pre-installed. I haven't heard of manufactures doing that in a while, but this may be a remanence of this old process.
Regardless, I'm still a bit confused why you think this flash drive is used.
I mean, it's probably because that's not the case.

why do you believe it's outdated?
they are not the same class of device, the steam deck can play most regular steam games, an ipad is restricted to what is on the app store.
if you only want to play games from the app store, then go for it. but if you want choice, go the steam deck.

I personally disagree. DLSS' biggest limitation is that it's not universally supported and Papa Nvidia has to bless your game with AI training to enable it. It's not like an API where the developers can just choose to incorporate it at will. There are less than 20 games that currently support it and only about 25 more with future support announced.
I think it would be fair if it was universally available, but Nvidia gets to cherry pick the titles it supports with AI training. So to compare only DLSS-enabled titles and say the 3080 is the best card because it's faster in ~50 out of thousands of PC titles is kind of silly. Pure raster vs pure raster is an objective standard.
This is the same thing we saw with S3 and the MeTaL API 20 years ago, it blew the doors off 3dfx/ATi/Nvidia in the small number of titles where it was supported but was objectively inferior elsewhere. Times have changed in a lot of ways but back then consistent performance with no tricks ultimately won out.

Interesting allegations. If they turn out to be true (all conjecture right now), that’s terrible.
However with that in mind, the OP’s personal bias is way too aggressive here. If there’s any truth to this, Ragnarok will have their day in court to prove it.

Something seems off about including a big name like Bethesda in the lawsuit right before the relaunch of the game. Calling Rune II a 'threat' to Skyrim/The Elder Scrolls is just absurd, it's a low budget Viking RPG released 8 years after Skyrim and will be forgotten about long before the next one is released.
You might also want to ease up on the bias with that title. Human Head seems to be a lot more to blame for the failure of Rune II than Bethesda was since they were looking for a way out no matter what and it just so happened that Bethesda were the ones to take them.

how does it not look good for bethesda titles? they'll be free day 1 via Game Pass and I highly doubt their games would get buggier than they've already been, maybe developing for PC and a single console would actually help them optimize

It's hard to fail harder than Bethesda did by themself, so future is looking brighter now.
This might be a game changer for the NEXT generation of consoles, considering Bethesda's roadmap (2022+ for Starfield and ??? for TES6) but won't really change much for this one.

I dont really understand people clamoring for USB-c.
Sure, it is reversible which is nice. But it wouldnt make me choose one product over another. Half my products have micro USB at this point, and a handful have USB-C, but I don't really care.
Also: Amazon Kindle Fire Tablets have a "user base"? 🤨

it's meant to be able to run full windows apps as there will be an emulation layer thru windows for x86 and x64 programs, but it won't be flawless so there will still be some programs that won't run on it

You can charge with it, but it's not advertised because USB-C chargers come in all shapes and sizes. The recommended USB-C charger should be capable of outputting at least 65w otherwise you risk damaging the battery

It Windows 10 for ARM. That is the full version of Windows 10, compiled for ARM processors. Not a cut down version.
The OS also include x86 translation layer to allow you to run Intel x86 programs on it.
The results?
The same experience as you have now in terms of what you can do.
As for performance, you'll get excellent performance when running native ARM version of apps. Chrome, Chromium, the new Edge web browser that is coming up, Firefox, VLC, and of course Office, are coming out or already have released a native ARM version of their software for Windows 10. Running x86 programs will get a performance hit due to the translation layer being active. The impact is notable, but not crazy. It should cause no problem for most programs. The impact will be more visible on programs that pushes the processor (gaming, benchmark software, software with "large" projects under AutoCAD, PhotoShop, After Effects, etc... but probably you would must likely not look at the Surface Pro in any case).
Now as the device with the custom processor is not out we don't know what performance we will actually get and what would be the performance of x86 programs. So we have to wait and see.
Caviats?
Yes, despite teh CPU being 64-bit (ARM64), the translation layer for x86 programs is, so far, only capable of translating x86 (32-bit) programs. It cannot do 64-bit programs (x86-64). Maybe it will come in a future version of Windows 10, but so far, today, this is what we have. Considering that nearly all programs are availible in 32-bit, beside some big title games, it should not be much of an issue. You may have that game that should run on it in terms of specs, or software but is only 64-bit, but that is all. See what you see, and see if it impact you, if you are intrested in this device.

As for everyone asking about the lack of TB3: the answer we got was that research showed very few people actually take advantage of TB3's bandwidth to make it worth the licensing costs. Also I'm assuming it's to keep in in line with branding now that we have AMD and Qualcomm devices.
