so i have a dell precision 3630 so its a workstation and doesn't have a Glass panel or rgb so is it possible to add one help me cant change the whole case i need it!! lol

i don think so cause before my pc had 500 gb hdd then they said upgrading would damage but i didn't listen and they changed to 1 tb and now some times' a scratching sound comes and also these people are the best in town so i cant get a good pc with 300- 400 dollar budget??????? just asking idk any thing when i go to an online pc builder and select cheapest parts it still becomes a 800-1000 dollar thx in advance

but i have 4 gb ram stick already but i asked many other in store they said installing ram wont make it fast it just increases the amount of programs you can open at a time and my graphics also is very bad i want to learn photoshop but opening photo shop takes atleast 30 mins and if i have to do hard core editing then it just become stuck and doesn't respond and i cant change hard disk they said it would get damaged can you guys plz suggest me a desktop at that 300 - 400 budget cause i never build a pc or dont know much about pc buildin

Budget (including currency): 300-400 dollar (1600 aed) Country: united Arab emirates Games, programs or workloads that it will be used for:for casual game like fortnite and csgo and other casual not much high end games Other details so i have a n ASUS VIVOBOOK X540UB i3 7100u 4 gb ddr 4 so dims ram( 4 slots avaiable 1 slot used) 1 tb wd hard disk and NVidia mx110 so should i upgrade this laptop ram or should i build a new desktop what do you guys think if you think building is the good idea then send me send the parts of about 300 - 400 dollar budget because i never build a pc i had this laptop for 1 yr and its very bad even in daily days and in gaming complete worst only thing it can run 60 fps is Minecraft but it takes time to load even Minecraft so plz help me' thanks in advance
