Unless we're talking about audio quality, wireless is fine for everything else. (For instance don't stream music on Tidal thinking it's going to be hifi if you're using BT.) You said you don't have BT and no wifi as an option so bonus for you not running into that mess.
For everyday computing wireless is fine. I just find myself using more batteries when I use a wireless mouse. I'd suggest finding a mouse, wireless or not, that has a good reputation and isn't reputable for planned obsolescence. I've been using this Corsair Scimitar for 2 years now with regular cleaning and maintenance it runs like I just bought it yesterday.  

Couple sanity checks:
Are the GPU's PCIe power connectors plugged in on both the GPU and PSU sides?  Is the HDMI/DP cable plugged into the GPU or the motherboard?  It sounds like you're running in the iGPU rather than the 6950 XT. 

hey guys, I've had my acer aspire tc-895 for a while now and it's been nice and all but the lack of a gpu really held me back, and I was recently given a gtx 1060 and I was wondering if you can put it the acer aspire and have it work with the original 300w power supply, and if it doesn't work what will I have to do to make it work? I attached links and pictures to all the stuff for reference.

Whatever fits the budget, the coffee lake ones are pretty cheap, sometimes you can get them for even cheaper. eBay sellers kit them out as ready to use ordeals.
 
Plug it into whatever monitor with the remaining budget and you’re good to go.
No point in DIYing something like this, especially not on AM3. (Am3 in 2023????)

Kind of the best I could do here. Wouldn't recommend trying to refresh an AM3 motherboard, especially if it came from an AIO (or was it from something else?). Anyways, yeah, comes with keyboard, mouse, speakers, and monitor.

Alternatively, get an i3 or Ryzen 3 desktop tower, and a decent monitor. If bad eyesight, maybe go for a 27" monitor.

DP 1.2 cable only wont cut it though

4K 144Hz requires Displayport 1.3 or higher,  but keep in mind there isn't really a displayport cable "version" type, they are suppose to be rated by their transmission speed; which you need 32Gb/s or higher.
Just get a good quality cable, which may be advertised as "1.4 compatible" or whatever.
 
EDIT: oh and check if the monitor doesn't come with a cable.
