    60hz is just fine. You can have FPS over that no issues, but you could potentially have screen tearing. Your screen wont be able to technically display anything above the 60, but it wont hurt you and your gaming experience. Sure higher refresh rate is smoother both visually and experience, but 60 is still fine.

    you can have more than 60 fps, but your monitor wont be able to display them so they just basically get dropped.

    You can never say "in all games" and your cpu is fine. 60htz is your preference, more fps will offer a better experience, but that is up to you. I think if the price is right in your region, a 2060s is better option for the longevity of the system. It is just a newer and more capable GPU.
    Some games need more GPU and some less. Just decide what you wanna play, and then ask again. You will play all ps4 games at high graphics

    So from what I've heard here a 500W PSU should be good with plenty of overhead. Pricing in your location seems to be a whole different story. In Germany I can find some good 500W PSUs for around 50€ to 70€ (around 4K to 6K in INR according to Google)
    Here are a few I found (Bestsellers on a german website):
    - Seasonic Focus GX 80Plus Gold
    - Corsair CX550 Non-Modular
    - be quite! Pure Power 11 Non-Modular 80Plus Gold

    This should be fine since they don't seem to make PSUs themselves. I've also uses Seasonic's calculator in the past, but they of course want to sell their own PSU. 
    I'm not certain but I think if you select your components in PCPartpicker it only shows compatible PSUs.
    If you look at how much power your system draws remember that you want some overhead so your PSU doesn't need to run at 100%

    1) Probably, I don't have personal experience but from what I've heard the stock cooler is fairly capable.
     
    2) You don't need a BIOS Update unless you want to wait for the Ryzen 5 5600X. But in this case I recommend getting another MOBO with a newer Chipset.
     
    3) If you don't mind waiting, wait.
     
    4) Looks good to me! Ryzen is able to take advantage of the relatively high speed.
     
    5) I'd consider it balanced, but I also don't know what you want to do with it. If it's mostly for gaming, your fine.
     
    6) There are some PSU Calculaters where you can put in your hardware and it tells you how many Watts you need. Once you know that, look at PSUs from well known brands with good reputation.

    The intel igpu is better than the 710, you can get a reasonble boost in performance, by taking that 710 out now and using the igpu.

    Yes, that will be a major improvement. The GT 710 is good, but not for anything that needs a lot of performance. I use one in my HTPC, for example.

    Try http://pcpartpicker.com for sharing parts list. You can include the parts you currently own as well, and set the prices to $0 manually. They have multiple countries too, if you're not just buying in the US

    im not sure how you expect us to see your cart lol. ideally get another 8gb of ram for 16 total, that would be a solid setup for games

    Yes, that is a massive upgrade. The 710 is basically only designed to be a display adapter, while the 1660 Super is a quite respectable gaming card.
     
    The one consideration is to make sure that your power supply can support it-- I'd recommend 400W minimum, and it requires an 8-pin power connector, which some older power supplies are missing.

    8gb is ok and thats pretty good card
