    makes no economic sense
     
    RT will be an opt in feature for quite a while

    Wow NVIDIA is doing a much better job selling consumers ray tracing then I thought. Ray Tracing is just an in game option like V-sync on or V-sync off. Also AMD showed off software based versions of ray tracing that aren't as good but still don't require any addition hardware.

    I also have a 5700XT, play on a 3440x1440p 144Hz monitor. I plan to keep this set up for at least a couple more years.

    For 1080p 75Hz you shouldn’t upgrade until you either get a higher resolution display or you are noticeably unable to keep up with game requirements. You will be fine for quite some time, I gamed on a GTX 970 at 1080p until last year.

    Don't do that. Just return the motherboard, get one that's compatible with your CPU and call it good.

    Did you try taking the power supply from the old build and use it on the new hardware?
     
    It could be a faulty power supply, or one that's too sensitive or have a faulty over current protection and gpu and cpu power combined at boot may be too much for the psu.
     
    I would try to reduce to the minimum ... take all components out, put just cpu and mobo and a stick of ram and an older known video card and try to get that working. If it works, add 2nd stick, add storage, try to boot again ... add components one at a time until you determine what causes problems.
    If adding the video card causes problems, it's either the video card, OR the power supply.

    Both cards perform identically on average across different games. Ray tracing is not really a thing for a 2060 unless you like how 30fps looks, so it's not a feature that is worth talking about.
     
    Get whichever is cheaper if you absolutely need something now, but the best option is to wait for the full Ampere and RDNA2 launch and see how everything shakes out.

    650W PSU have plenty of room for RTX 3070. So, yes.
     
    To check the wattage requirements, you can always refer to the GPU (i.e.: My Gigabyte RX Vega 64 gaming OC stated the recommended PSU is 750W). Usually, the recommended PSU wattage is pretty much overkill, but it sure give you a rough idea how much total power draw if you have the most powerful processors overclock to extreme, with lots of blings and storage devices + peripherals, and still have some room for future upgrade. Of course I don't need that high. My system has Ryzen 5 3600 with Gigabyte RX Vega 64 Gaming OC (overclocked), the GPU maxed out at 330W whereas my system + peripherals only uses close to 200W, making 550W just enough for me. However, if I were to change to a CPU with 95W TDP, I need to increase to 600W PSU, which is much lower than the recommended PSU.
     
    You can always check the total power requirement in PC PartPicker to confirm your actual power requirement. They do give a good estimation of power that your system configuration really need.
     
    As a general rule of thumb, for AMD processor, typically, 65W TDP processor would likely to consume around 100W (usually 90W+) of power whereas 95W TDP processor would consume around 150W, and that is when stressing out the CPU. Your motherboard and other component like sound chips and RGB lighting may consume 100W (depending on how much fan and RGB you have plug in to the motherboard), a SATA HDD typically took about 20W to spin its platter when the platter is not spinning, while SSD is negligible as they only use 5V.
     
    So, I would say, Total power requirement = CPU power + 100W + GPU power. You can then select any PSU wattage with at least 50W higher (just in case). However, if you ask me, 750W PSU should be the norm as it fits most system (mainstream and high-end with 1 GPU) and you don't have to worry much about power requirements of your system even when you are upgrading to a more power consuming component, such as from RTX3070 to RTX3090. Just my opinion, but many people disagree with me last time stated it's overkill, but now, everyone is like freaking out that their PSU might not be able to power their new RTX3000 GPU.

    it's an okay in-between, cheaper than 32gb, better than pagefiling, not the end of the world if you hit single channel bandwidth
     
    that said i can see 32gb being useful if you cache shadowplay on RAM like i do
    caching on HDD/SSD just wears them out

    16GB has been the typical amount for anything except the most budget gaming build for a long time now, several years at least. I do think we're on the edge of more people looking beyond 16GB.
     
    24GB is generally not workable for a performance system, and wont take off unless CPU manufacturers go tri-channel in future generations.

    Then you have Tycoon games without limits on how many objects can be placed on the map. I've seen mad lads push the limit and have Planet Coaster take up like 38 GB of RAM.

    If going with 32GB of memory means you need to sacrifice on something else in your build (CPU, GPU, motherboard, storage, etc.), then just get 16GB.
     
    16GB is still plenty for a gaming PC nowadays, outside of a few odd cases like if you're playing MSFS2020 or other RAM hogs. 
    It's also one of the easier upgrades to do - if you get a 2x8GB kit now, you can just drop in another similar 2x8GB kit later on.

    16 gb is more than enough for most games, and it is a good sweet spot for multitasking.

    I don't see RAM requirements jumping up to 32GB in the near future. 16GB just became the sweet spot right now. It was 8GB for the longest time. I would say the next step would be 24GB rather than 32 and even that would take a long while. 
     
    Disclaimer: Oh right, Microsoft Flight Sim is the outlier...

    No, not yet...
     
    Normally once the warranty runs out and or you do an upgrade and may need a higher end (quality) PSU.
     
    Although it is a Tier C PSU so it's up to you, you could get a higher quality unit, Tier A or B..

    The PowerSpec 650w Gold unit is a HB LLC + DC-DC design based on the Sirfa / High Power Astro Lite platform. Since you already got it, I say you will be fine to continue using it.
