only one of the GPUs would be connected to the CPU lanes, make that your gaming GPU. A secondary GPU will be connected to the chipset, not a big deal for mining.

Mining cards don't need much bandwidth and can run off 1x slots. It won't be a problem for mining. 

Theres not much selection where I am. So its hard to try and find somewhere to try chairs

Probably frame rate fluctuations or stuttering. Do you have an Nvidia GPU and do you use GPU (Nvenc or AMD video encoder) or CPU (x264) encoding?

Yeah the gaming chairs have never interested him. And he's looking into high back ergonomic chairs but they're all soo expensive

Get him an RTX3070.

Nobody wants a chair for Christmas, people over 6' don't comfortably fit in most chairs anyway. 
 
Just get him some cool swag from the ltt store.
 
Or get him something that's non gaming related that you'd think he like.  He may be too discerning at this point for something you buy him.
