Alright I have now realised how dumb I am, but I probably wouldn't have been able to realise without @Mel0n.so thank you
 
I had wallpaper engine open so I had a constantly moving wallpaper on both monitors used by my 1030, as soon as I closed wallpaper engine so I had a static wallpaper it was completely fine and usage dropped down to 0%

^^ Solved now, realised it was a cpu mounting pressure error, I reseated the cpu and didn't max out the cooler screws, temps are fine and it's running smooth 🙂

Nowhere to be seen, you'd think that they would sync by putting both camera rolls together, instead of replacing both camera rolls with the most recent one
