well you need to have an 8 th gen cpu for a bios flash. it isn't worth the risk to buy an expensive CPU and that Z370 board doesn't come with latest bios

You'll need to update the BIOS. Micro Center can do it if you have access to one, or you can buy a $70 pentium and use that to update.

Answering your question, you will probably not be able to update it without an 8th gen cpu. Find a friend or buy a 8300 then return it after you update it. It's more convenient to just buy the z390 board and intel knows that, but if you want to save the money and time it would take to sell your current board, then you'll have to get a 8th gen chip somehow.

If you value your money even if you have to pay 10-15 bucks on top buy from stores with good reviews and proven history as most of the time the return policy they provide is OK.
Picture yourself paying them for the z370, then you find yourself with bad motherboard and you can't switch or make them return your money because they are a shitty place. (not saying that this website is shitty, I haven't personally used it)

was playing rocket league and it turned off mid game, it noticed a glow in my pc and it was a spark. it tried to restart and sparked again then an inch flame appeared so i turned it off asap with a room smelling of burnt metal

Have him buy a new PSU if you value him as a friend.
I bought a used z87 board with a 4670k, a Hyper212 cooler and 8GB of ram for around 160-180 GBP.
For 16 GB and an AIO I'd say anything between 175 and 250 for those part depending on the wear level and how good fo a friend you want to be.
30 GBP for the case if it's in good shape.
50-80 GBP for the GPU depending on condition and how good of a friend you want to be.
10 GBP for DVDRW
Anywhere between 300-500 I guess?

£350-450 seems a safe bet considering the age of components and friend discount.
+1 for the new PSU through, I would absolutely recommend shelling out a solid amount on something reliable. He could sell the current PSU to partially cover the cost but there isn't a big market for used PSU's especially of that tier.

Besides what said, CMOS battery might have died if BIOS gets reseted on every boot.

Your OC is unstable, or your PSU is defective/worn out/a potato. Basically the BIOS/mobo is hard resetting because a piece of hardware is not remaining stable during bootup with your OC settings, which is why it resets to defaults each time. Swap out your PSU, or try running without an OC or with less of an OC for a while an test how it performs. Could also be memory as @Minibois suggested above; either way, trial and error will narrow down the cause.

The first half of your problem sounds like a memory issue, as if the memory is not running at stable timings or voltages (that would explain the multiple resets and reset bios, as the motherboard sees it's not stable.. Resets, tries anynother time and then another time and then just gives up and resets the BIOS), but that doesn't really explain the second half plus, why would it need to reset all the time.. When it might work with standard settings..
Regardless, I would try a memtest.
And otherwise it will likely be the PSU.

When your PC finally boots up correctly after the 3 attempts to startup it resets your bios right? If you turn it off and then turn it back on you have the bios set to default correct? No changes to bios settings and it still happens? If so it certainly seems like a PSU problem, see if you can get a PSU to confirm.

This seems like a problem stemming from your PSU from what I can tell, do you have another PSU around that you could use to test?
Edit: have you also already confirmed your CPU overclock was stable?
