As the title suggests I'm looking for a budget graphics card so that I can get 4k output/video on my aging hand-me-down 4k capable television. It's been stuck at 1080p for quite a while...
I am mainly watching videos for language learning (mostly on YouTube). I tend to have a lot of browser tabs open. Sometimes I watch Netflix as well.
It would be nice to have UHD Netflix but I don't think my [NBN] internet connection is fast enough anyway. I also heard there was a limit (requirement) of 3Gb of video memory. Is that still the case? Now I'm seeing something about HDCP 2.2 compliance too!

Oh and please –before you have a go at this underpowered old PC– know that my father bought it for me... just before he died.
So not knowing what to do with it straight away, I converted it into use as a HTPC (and now I use it every day).
As I have used it more and more, I've really come to appreciate it and 'invest' in it. And so since then I've upgraded to an SSD, installed windows 10, whacked 8GB of RAM in there, installed an AC wifi card, and even switched to a passive CPU cooler (oh and I modded the PSU haha as it was never getting hot).
