The advantage of pcpartpicker is it’s usually fairly exhaustive. It has filters so you can cut out all stuff that is too big or too small or even the wrong color.

Well if you’re looking at new models PCpartPicker will have a lot of choices. You can choose by nation of purchase.  My memory was their India specific site at one time wasn’t great.  It was one of the newer nations added though and that was a while ago so it may have gotten better.

If I was looking for such a thing I would be looking used at old business equipment.  Basically anything with hdmi in that works.  Monitors like this were being sold in the early 2000s so there should be something around. Might have a cfl backlight.  They work fine, just not for as long.

Where will you find one that would print that many pages for cheaper. Libraries won't. Big printing companies don't bother.

ZOTAC sent us their two beastly editions of the GTX 970. These cards look pretty darn cool in our opinion, but do they overclock as well as their flashy design would suggest?

Why would you spend ~$135-150 on a mediocre GPU but chose an 8320 without planning to overclock the CPU?
VS versus CX is pretty simple. CX is for starter builders/cheaper custom pc's, 80+ bronze rating and can come in semi-modular models. VS is the entry level line of PSU's from Corsair that have nothing special aside from the brand name. They're also stupidly expensive, apparently.

~400W should be enough for your system with the upgades. Realistically, you might see around 320W of consumption under heavy workloads.

Go with neither. Go with an Antec or Seasonic psu.

Looking at the rating for the +12v rail and 80+ certification, the CX430 on that site is the second revision in which it is more like a 380w unit. While both of them aren't particularly good entry level units, I would probably just go with the VS450 solely due to the higher +12v rating and the two PEG connectors.

Or get the Seasonic SS-400BT. I believe this units lack a power cord though.
