    Welp, Looks like it the culprit was my X-Box Controller that i keep rapped in it's cord. Now feel little silly. Thanks DakotaWebber you got me thinking about what's plugged into the PC.

    Help! I'm at a lost to what's going on here. Window 10 and Drivers are up to date. If anyone has ideas please post. I've done several searches and most point me at screen flicker problems but as you can see it's not screen flicker. If you have a tool that you want me to run that's free to give you my hardware or other out put that will help. Just put a link and I'll judge if I can trust, sry internet is a crazy place and can't trust everyone.
