Get something used and cheap. Maybe a 750Ti or a 7870.

GTX 210 is the cheapest / slowest card you can find new.
Not worth $40, It's around $15 on used market.

You'll get wayy better value buying a used GPU than a new 710. Pretty much anything made this decade will boot up Windows 10.

If you want new and more use case than autocad maybe a GT 1030 or an RX 550 if you have a good price there

GT 710 will definitely run Windows, but I doubt that it will really be usable for gaming/hardware accelerated rendering. GT 1030 could also be an option as a pure image adapter. And don't forget the second hand market! You might be able to get a super cheap deal on an old used GPU.

If your friend does exclusively 2D work with AutoCAD then a 710 will work, if your friend does any 3D work whatsoever a 710 will be awful. Consider a used 750 Ti in that case.

you dont need a gpu for autocad so something like the gt 710 would be fine as it will display in HD as its technically just a display adapter, so things like web browsing and maybe 720p youtube should be fine.

I mean, if you just need it to work as a display adapter, even a 710 should work.
