bcdedit /set tscsyncpolicy Default
bcdedit /set disabledynamictick no
You will need to reboot after any bcdedit.
A tiny program called WinTimerTester will show QueryPerformanceFreq 14.31818 MHz
Run it for 300 seconds you will see Ratio value QueryPerformanceFreq/GetTickCount to reach 1
