Difference between your chip and the 7800X3D (fastest gaming CPU currently on the market) is ~20% when using a 4090 at 4K (see TechPowerUp's numbers), which I'd say anything over 10% is noticeable. It won't be night and day, so don't be losing sleep because you don't have the latest and greatest CPU, but it is still a noticeable uplift for games, especially in Minecraft and presumably Starfield where the 3D VCache does a ton for performance.
Still don't upgrade until 14th gen (13th gen refresh) is announced in about a month, we don't know how it'll stack up just yet and it might be an even better option for what you're trying to do.
