so when i first open task manager, the cpu usage is incredibly high and then it immediately drops to low percentage when no other programs are running, is this a sign of miners?

So I just ran the basic windows security program that comes built in and it said that I dont have any virus, not entirely sure what miners are. I also opened up my game and obs and task manager to see what was using all this space and it said that 60-70 was warzone (the game itself) and obs was the remaining percentage. Does this mean anything? I though the gpu was supposed to do the heavy lifting for the game?

Good afternoon folks, I am currently using one pc to try and stream with obs and play cod warzone. The game seems to run fine, lower fps than I would like however not that big of an issue (if known remedies, please recommend). However when it comes to streaming, there seems to be a a skip lag sort of present in my stream. My processor is a i7-6700 https://www.amazon.com/gp/product/B0136JONG8/ref=ppx_yo_dt_b_search_asin_image?ie=UTF8&psc=1 this one to be exact and I have 16 gb of ram. When checking the stats, the only way I know how it shows that my cpu usage is at 100% my gpu is at 85 and my ram is at 72% fluctuating but not by much. I have come to understand that I will possibly need a better processor. Now I have an Asus gefprce gtx 1660 super for my gpu and this https://www.amazon.com/gp/product/B0165YUDTM/ref=ppx_yo_dt_b_search_asin_image?ie=UTF8&psc=1 as my mother board (gigabyte ga-h110-d3a). Any rec on cpu and motherboard upgrades? Possibly that ones that wont break the bank and still let me operate high settings in both stream and game?

um step by step on how to access?

its a geforce gtx 1660 super. I downgraded my stream output to 720p at 30fps and it seems to be doing better. What is GPU encoding and will that make it worse or better than the 720?

Is there any way other than this? Id rather not shell out another 400
