this is my first post here and I hope that someone will be able to help me.
I just upgraded my old PC with new internals, and now it reboots instead of shutting down.
Specs:
Gigabyte RTX 2070 Super*
Ryzen 3700x
2x 8GB CRUCIAL DDR4 3200
Gigabyte B450 Aorus Elite (BIOS Ver. F51, newest is F52f)
Noctua NH-U9S
750W Power Supply*
1 TB HDD, 256 GB SSD*
multicard reader, CD-Drive and USB expansion card*
*Reused from my old build
Order of events:
1. I tell my PC to shut down
2. Nothing happens for about a minute(!!!)
3. shutdown finally begins, takes approx. 5 times as long as it should
3. screen finally goes black, I can hear the fans shutting down
5. PC immediately restarts(~1 second delay)
This is my third time building a PC, and I have never encountered something like this.
I already tried everything listed here:

Funnily enough, Fast Startup was disabled to begin with, and when I enabled it to see if that made a difference, the above-mentioned delay increased to about 5 sec., but otherwise the same thing happened.
I also looked at my CPU temps before shutting down, and they sat at ~47°C, so an overheated CPU also isn't the culprit here.
For now, my only way of turning my PC off is to press and hold down the power button, which hurts my soul.
