    you mentioned "motherboard", on AMD systems you don't have an iGPU (generally) so it will not give ouput in ANY case.
    If you have a dedicated GPU (as you do) you have to connect the monitor to the GPU and not to the motherboard (unless you do some sketchy ass shit like using a Tesla)

    Is the HDMI cable plugged into the videocard, not the motherboard? (so it's in the horizontal ports)

The stock cooler that comes with the processor is fine.
    2. This is still  a good motherboard but for cheaper.
    3. Same spec ram but less expensive.
    4. A graphics card which is much faster than the rx580!
    5. No need for a rmx psu. This one is still great.
    6. Good choice of case.
    7. Cheaper monitor with exactly the same specs (144hz, VA panel etc.)

    sure.
    cpu you chose is good.
    the cooler is overkill, the 3600 doesn't produce that much heat, the one I picked is half the price and will do fine.
    b550 motherboards have better vrms, will be compatible with 4000 series and support pcie 4. it has wifi and it's cheaper than the one you picked.
    ram has the same specs, but much cheaper
    I've picked a faster ssd
    i've picked a much faster gpu, as the budget allowed for it
    i've left the case, it's decent.
    i've picked a good psu that's half the price of the one you picked.
    changed to monitor to a cheaper one to fit the budget, still good VA panel 144hz
