It does actually make some since due to the PSU shortages for the good quality units.
And the prices are high now depending on the actual PSU and were you can find them...
That likely will not get any better soon.
There will be a rush on PSUs due to the 3000 series cards.... That will only make things worse...

Rx 580 will get bottlenecked
a 1050ti or rx 570 is perfect for this job
I would recommend the rx 570 if you got a powerful 500w+ power supply
Also consider upgrading your cpu

What are your specs?
The general initial trouble shooting is: Are you plugged into your MOBO or video card? If you have a video card your should plug into that. Check your cables and make sure all are attached in the right spot and firmly in place. Do you have any post codes or debugging lights on your MOBO? Does it power on and are fans spinning?

please list your full specs including psu model etc and if possible a photo of the build. Could be literally anything causing what you described. Do the fans spin up? any post LEDs?

Depends on what the imc and the Interconnect can handle. Technically anything over 2933 is not guaranteed though.
You can technically.
Consider a 1600 af (basically a lower binned 2600). Or a 3300x those will probably be cheaper and the 3300x will be better in most cases unless that workload is heavily multi threaded.
