Hm... Yes, it would help with the stuttering due to the higher number of cores. However in games that only perform a dual core usage, a lower frequency would be actually detrimental if you go below the 4.7Ghz of the I7, which you will.

Hm... To me it sounds like the program you made use of to perform this has shadowed your actual capacity based on the previous one from which it cloned the data.
I would recommend... reversing the process if possible, and formatting that faulty 120gb SSD with a fresh OS install.

Don't... completely take my word for it, though. These are simply guesses, I would wait on further replies but; keep this suggestion up your sleeve.

    1. Yes, you are correct. Even though your motherboard provides support for 2200Mhz, you require your processor to do the same.
    2. Yes, you can. And this card in specific is probably your best bet.
    3. Most likely no, and sort of. This is a very weak processor and motherboard alike... old and used as well. The lifespan of it is already reduced by the prior usage and its age itself, so... it will be like trying to have a senior running more than his legs are strong enough to sustain. He might still do it, but it will only bring more damage to them.

Instead of trying to investigate if your hardware is to blame; I would recommend dualbooting into a properly updated Linux Distro and see if you face the same issues, that way we can more easily isolate the source of the issue.
Obviously... if you are already utilizing Linux as your OS; do it backwards (get into Windows even if Windows 7 just for a test) and/or try another Distro with a different foundation.

I am not an expert by any means, but this is what I would attempt.
