    gta v is cpu heavy and your cpu is old and only has 4t try to oc the 6600k to 4.5+ghz.
     
    your cpu it bottlenecking the gpu in gta v

    satancat reacted to RageTester in Getting ERR_NETWORK_ACCESS_DENIED whenever I try to go into my router settings.   
    Disable any VPN if you have it.
    Also open router settings from laptop and check if your PC is not on blocked/black list...
