I just Overclocked my CPU to 4.4GhZ with 1.3 Vcore. Now I get a steady 70FPS with no drops at all, thanks!

This is while playing GTAV

I bought GTA5 mid 2015 and finished the Story Mode without really getting into Online until a few weeks ago some buddies wanted to play it again. I barely get 65-75 FPS with the lowest settings and I keep lagging out even when there is nothing big rendering. I tried without any overclocking, it didn't change anything. Even when my FPS is at a stable 70fps it still freezes dropping to as low as 0 fps and going back up again

When I log in to my router settings it shows that my PC isn't turned on or connected.?

My Internet got reset a while ago and since then everytime I try to go into my router settings it says "Your Internet access is blocked". I can access it just fine on both my laptop and my phone but It doesn't seem to work on my PC, any fixes?
