Holy shit, that escalated quickly! Can you tell me more? Also, I'm not sure BUT...back when I was trying to get windows to stop updating by force, I ran into some problems due to my snooping around and changing things, problems that I later fixed (mostly) so it could be that. I didn't really access the update section much so I don't remember seeing it blank.

also, yeah I'll try even older versions. I can't believe I haven't thought of doing that.

I was trying to reinstall the NVIDIA Driver to get the Control Panel back (it just disappeared) but now it wont let me, saying its not compatible with my version of windows. I used the same installer and haven't changed anything since the last time I installed the driver. I've already tried downloading new installers even from GeForce Experience. I'm using a GTX 1070 with Win10 Pro 64 bit version 10.0.17134 Build 1734.
