    650W is plenty for that combo. the 3600 stock draws around 85W on the package. The 3070 is 220W stock. Unless you are running 10 fans with a pump and some christmas lights decoration, the PSU should be plenty. 
    I'm running 3600 overclocked with an overclocked 2070 Super (power draw is around 250W) on a 650W PSU with no issues, not even a whoosh from the PSU.
    Can people chill with the overexaggerated PSU recommendations...

    Your power supply has enough power the only thing that would concern me is it is low quality. If you are going to buy a 3070 you should probably consider getting a better power supply, even if it is the same wattage.

    worst case scenario you can always force the card to run at a slightly lower voltage

    It depends on res.
    1080p: no, you need way better
    1440p: it might, depends on game
    4k: Yeah, its plenty.

    You might leave a few frames on the table but it'll give you at least 90% of what that RTX 3070 can offer. As for the PSU, 650W would be on the low end considering the card itself can demand 220W or more in some cases.

    so after 2 hours of play time you can never refund it even if you just bought it that day

    You don't have that long return period for retail stuff either.

    no, only under 2 weeks since you bought it and/or under 2 hours of play time to get a refund.

    steam does not care the reason for the refund, you dont even have to give one. you just need to be under those requirements otherwise it will be not accepted, its an automatic system that does refunds

    No, to refund it you need to either:
     
    play it for less than 2 hours own it for under 2 weeks note that if you have played it for more than 2 hours and try to refund it within the first 2 weeks it will fail.

    Nope. Same goes for the XT. 
    What's a worthy upgrade? Depends on your workload. 
    If you're just gaming the 3600 is just fine.

    Go with a ryzen 9 3900x. That would be an upgrade to your ryzen 5 3600.

    Absolutely not you can reach the 3600x's speed by giving the 3600 a teeny tiny overclock if that is what you want. The difference is minimal between them on stock.

    Same story as the x just a teeny tiny extra bump over that. Between a 3600 and 3600xt you will barely (less than 5%) if at all see a difference. Why do you want to swap the cpu so badly?

    Both are a 3600 that just got a very tiny clockspeed boost. The difference between all of them is almost nothing and not worth the extra price. If you want to you can easily reach the 3600x clock with a small overclock and if you did not get unlucky with the 3600 you have you can also easily reach the xt's speed. Just make sure you have the cooling to handle it.

    you can check in the bios usually, or you can use a monitor program. hwinfo or cpuz will show ram speed, and a lot of other useful info.

    this is because manufacturers of hard disk rate their capacity differently
     
    Base 10 calculation: 2 Terabytes = 2 x 10^12 = 2 000 000 000 000 Bytes (which is around 1.81TB in binary)
    Base 2 calculation:   2 Terabytes = 2 x 2^40 Bytes = 2 199 023 255 552 Bytes, slightly more than the above
     
    in IT, the power of two is used to calculate most things, and coincidentally 2 to the power of multiples of 10 is almost equal to 10 to the power of multiples of 3, so they hitch hiked their system and used K M G T to prefix
     
    so manufacturers just use whatever they want and would still be technically right.
     
    ie.
    2^10 = 1024 = 1 kilobyte
    10^3 = 1000 = 1 kilobyte (2.4% diff)
     
    2^20 = 1 048 576 = 2 kilobyte
    10^6 = 1 000 000 = 2 kilobyte (4.9% diff)
     
    2^30 = 1 073 741 824 = 2 megabyte
    10^9 = 1 000 000 000 = 2 megabyte (7.4% diff)

    The HDD label is in TB (terabyte) like Moonzy's base 10 calculation 1000^4 Bytes.
    The Windows capacity is in TiB (tebibyte) like Moonzy's base 2 calculation 1024^4 Bytes.
     
    These are two different units.
    1 KB is 1000 Bytes, so 1 TB is 1000^4 = 1 000 000 000 000 Bytes
    1 KiB is 1024 Bytes, so 1 TiB is 1024^4 = 1 099 511 627 776 Bytes
