1333 is the single data rate, so software is reporting half the effective speed. single channel memory is terrible for Ryzen, it relies on bandwidth a lot. One more memory dimm would give a pretty big performance boost.

you can seel you current laptop for $200-$250. with another $200-$250 that you would spend on egpu system, you can get a second hand laptop with a i5 and a 860m/960m or something

You'd have to get a power supply for the graphics card.
To be honest, I'd you're spending money on a power supply, a graphics card, and a dock, you might want to sell your current laptop and buy a cheap desktop PC. If you're only interested in gaming, there are some pretty good options on the low end in the Philippines.
