There is no way that you can use your phone to get a printable 3d model even if the manufacturer says so. Yeah, you can scan any object but then you have to spend a few hours with 3D modeling software to make it more or less 3d printable. Better get old XBOX Kinect (or any cheap 3d sensor for a few hundred bucks), download free 3d scanning software (Skanect is free, Artec - trial version) and you will receive a decent 3D model even of a complex object that you may print, Almost all beginners at 3D printing start with this way

Seems like $1700 is fair price considering taxes and salesmen's margin even for Turkey
