This seems far too familiar. Some time ago I tried to fix my cousin's pc and had to troubleshoot extremely long time. It had exactly same crashing problem and it was caused by a busted ryzen 5 3600. I don't know why but it seems like r5 3600 is very unreliable and for some reason breaks often.

I've noticed that most of the time when the problems don't make sense it is probably caused by a busted cpu. Especially with ryzen 3rd gen. I've seen many weird crashing related problems caused by a busted ryzen 3rd gen cpu. Maybe try to switch it.

fans work just fine, all of them spin normally and temps are okay

but why does windows crash still all the time. It cant crash because of bad gpu
