Get the cheapest mid-range gaming laptop that you can and use that. This would be easy in USD, but in CAD... s'really a stretch.

Perhaps you could find a used MSI GE40, that would be really good for what you need. And it's small and light. Not a beast but you'd get more out of it in terms of hardware acceleration than, say, an ultrabook. For what you need, a gaming laptop or a workstation laptop like the WS-60 is a massive boon.

Sooo.... it's definitly the monitor after all. But when you know how to fix, it only takes 20 seconds and happens rarely: not to bad.

I actually quite like it. I think Microsoft hasn't ruined minecraft at all, if anything, i think they made it better.

The issue is packing in 4k res to 24" makes text nearly unreadable unless you scale it.. which currently sucks ass
 
Yes, it should but really.. Just don't adopt windows os in first 6 months of launch.. Your nearly guaranteed to have driver issues or security vulnerabilities that are HUUGE.. always wait..

24" 4k screens... just why...

Tera is something I have yet to get into, but I'm also currently going through my library of 'Offline' games. Plus, with the 20+GB file size and the download speeds I'm coping with, I'm not sure I'll get into it this month. If I do and/or when I do, I'll be sure to look out for your guild.

Yeah i've updated my drivers (actually there was a weird incompatibility so I'm now running a slightly older driver which seems to have stopped the display driver crashes). And okay yeah I figured that was going to be the problem. Good thing I was planing on upgrading anyway.

Alright so here it is, I have a pretty powerful desktop however no laptop that I can bring with me to the university.
 
It needs to be as cheap as possible, but it should be running windows 8.1, Word, Excel, and Chrome (if it can work for a bit of programming in Python that'd be great but not necessary).
 
At the moment I have my eyes on the Hp Stream 11 or 13 but I'm looking for other suggestions.

2. Technically yes, but nothing that you need to do, OSX auto-defrags for you so you never need to worry about it
3. Up to you, if you are happy with OSX then leave it, if you really want windows go for that, or if you want you can partition the disk and have a ability to boot into either one of the two OS's.

eh that's only 2 weeks and they don't ship until the drop ends plus remember they have to first buy from the producer, process it, and then ship it to you which takes a long time anyway. Massdrop isn't particularly fast but you can get great deals if you are willing to wait.

sounds like a software problem since the phone is able to focus properly it's just not doing it right away

I mean dang, if its static shock you just need to touch something metal more often (like the legs of your desk or something) also don't wear wolley clothing and don't drag your feet... but if it is coming from the computer then man you need to get rid of that PSU it's a disaster waiting to happen, there needs to be something seriously wrong with it for it to start sending electricity through the case as well as that can be quite dangerous for you as well.
