    I found the "issue"... I went into amd settings and found out that my instant replay setting was turned on and after I turned it off encoding went to normal. Im sorry that I wasted Your time. Thank you.

    seasonic utilizes outervision for it... I'd honestly call a random number generator more accurate, as it heavily overestimates from the playing around I've done in it. if you were to use any, I'd recommend msi's, bequiet's or ideally calculate it manually here:

    where do you live, exactly? there are probably much better PSUS at the price of those two available

    I agree that Seasonic makes good PSU (have/had some of my own). But you should ALWAYS(!) check for options and find a review/get some opionions. That's why we are here

    Those are from 2013-2016. not sold anymore, no reason to bring those up

    It's not group regulated, it's dual mag-amp, afaik.
    By that logic, I haven't heard of a single AMD CPU catching fire. Therefore the FX-4300 is not bad.
    Where are you buying from? You might be better off getting a lower wattage, higher end PSU.

    I can think of a couple that are objectively "bad" for a modern system
    s12ii/m12ii x20: Seasonic GB Bronze, uses a decade old platform without 12v uvp, OTP or individual regulation, causing it to easily go out of spec on modern systems due to a high 12v load and a low 5v load
    SS-ET/-HT (550/650)/-ES/ECO-BT/ECO-ST/S12 HB/Energy Plus HT/ S12II Bronze ST/ S12II 80+ GB/ S12II Bronze GB/ M12II GM/ M12II Evo GM2 all share these issues because they're based off the same or similar platforms
     
    Focus has had shutdown issues on their "V1" models due to the OCP being set too sensitive on transients, with G/SS-RT having this issue reported as well.
     
    Prime has had some batches with ticking fans reported due to them using a rather cheap Hong Hua fan (even if this is the same that most of Corsair uses as well, but Corsair generally uses a rather overkill way to drive their semi-passive mode)
     
    Seasonic has crap like any other, their name doesn't give them a godly status. does that mean everything from them is crap? no
     
    does that mean that they have crap? yes, and  I consider the now decade old S12ii one of them
     
    and with that... s12iii is better, but still a double mag amp instead of a dc-dc, which is at low loads worse than it in efficiency, since it needs more load to switch

    The s12II lacks some protections ( the UVP to be specific ) and the s12III has them afaik.
    Either way with this system you won't consume more then 300w at worst 
    So go for the s12 triple I 
    If you can as well. Consider the cx550.
