    i would go with nvidia i had so much driver issues with amd that i ended up downgrading to a 1050(every damn game would crash every damn game)

    I don't quite get what you mean. The 1070 is surely better than the 1060 6GB. If you returned the 480, then here's my recommendation: If you want something right now, I'm sure you can get a 1060 6GB or an RX 580 very easily, and it will perform pretty well. If you want to wait a little bit, like a few weeks, then you could probably get a 1070 within your budget. If you're willing to wait a couple months, then you could probably get something like a 1660 for a similar price to the 1060, and maybe a 2060 for a similar price to a 1070? Depends how fast the price falls when the new GPUs come out. It's really a game of performance vs urgency

    rx 480 is pretty close to 1060 6gb in terms of performance. but 1070 is better. Yopu should wiat for Bid Navi and ampere (new gpus)

    Some people follow their methods of applying paste, some other people follow typical methods.
    So thats the lifespan specific argument..

    I'd tend to think the average to good pasting job should be fine, suffice to say mounting pressure is also a thing people can screw up or fix afterward the first attempt.
    But I wouldn't say I'd NOT buy a GPU/CPU because someone said they repasted it. (Plus I'm taking it apart myself soon after anyway to do it myself)
    Wouldn't stop me in that regard..

    thank you this really help, btw does changing the thermal paste effect the value of the gpu or anything? (sorry if this seems a bit blunt but i was told against by the person who sold me the card, his argument was that the people weren't experienced enough but dont think you really need to be a professional to change a thermal paste mind you these guys probably build pcs everyday)

    At 90C i can guarantee that you're having less performance than should (15~20% for sure!) since every modern VGA have thermal throttling system to prevent damage, including every RX480 model.
     
    Try older drivers, take a good look on fans too, make sure they're working properly.
     
    Probably you should try to change the thermal paste for a new one (a good one) and see what's happening.

    RX480 is an older card now. likely need a repaste and probably a cleaning.
