i would not buy anything before the cpu are actually announced, just in case there's a new chipset, and i expect a price hike of 50usd~ for each cpu this gen, maybe 100 if amd's bold enough.

Because well.. we don't know what's going to happen with it, wait for zen 3, check what it has to offer and then decide on a board then. 
but to answer your question.. 
since i don't know how prices are where you live (pcpp shows different prices than you mentioned), to name some boards. 
B550 tomahwak, B550 aorus pro, b550 strix f, b550 a pro for ATX. 
for mATX, b550 mortar or the b550 tuf, the mortar has better vrm but the tuf is also solid. 

Maybe wait until the cpu actually comes out? That's what I'm going to do at least, and cross my fingers there isn't a price jump or anything.

LTT, JayZ2cents, and GN all noted that the one market where Intel is still hanging on against the coming AMD tidal wave is clock speed, and therefore gaming.  It's worth noting however that you will want a robust cooling solution for their current i9 processors.  There is some reason to believe that AMD's Zen 3 will narrow Intel's GHz lead, but I can only tell you what we know at this moment.
 
Edit: Forgot to mention that while I don't know what your experience is with high end hardware, I would personally argue that 144Hz at 1440p offers a more enjoyable experience than 4k 60

Better go for Zen 3 than the first gen of AM5 IMHO. AM5 will bring DDR5 along with it, and its likely that such hardware changes won't be smooth initially. DDR5 RAM will be the first time that RAM can be read and written at the same time.
 
Hard to say how much performance you're losing by sticking with your 4690K, but the difference is not trivial compared with Zen 3 or 10900K. 
 
 I would say - upgrade CPU\Motherboard\RAM, see if your GPU holds up for the games you play, and then upgrade GPU at a later date.

For reference I have one of if not the cheapest ones, the XFX RAW II, and with an undervolt and a 1950mhz P3 max clock at 1100mhz, with a custom fan curve, GPU temps never go above 75c, memory junction 80c, or hotspot 90c.

Thermals, noise, appearance, warranty.
 
All of them have shit overclocking headroom and are better served by and undervolt

My point of view :- 
DDR4 and PCIe 3 are definitely not  dead end platforms,, they will be good for few years to come, so its not a "bottleneck" situation for buying dd4 or pcie3 
 
Additionally there will always be something better and new, if if in future there is Zen4 + AM5 system,  AMD  zen5 will be even better and zen 6 will be even better and so on and so on.
 
i personally would try to go close to 25 to 30% cpu single core performance difference before upgrade..... that's roughly about skipping 1 or may be 2 intel generations in the past,,, like going 7th to -->  9th or even 10th gen.... and matching up to the bugdet and new motherboard..... 
 
this is because i am a casual gamer,, so 5-10% difference would not really help me ... and i do not have any heavy multicore work

for my personal PC, Currently i am deciding to upgrade from 7700 non-K to 10600K/ 3700X ,,, bugdet around 450- 500 ... AMD 4000 launch has confused me as well ...

I'll just wait for Zen 3 and see how much it costs. If it's too expensive I'll just buy the 3600. If my fps is still a little too with a new cpu low I'll also upgrade my gpu.

As a 5700XT owner  I can confirm that the biggest draw back for me thus far has been stability not performance.
 
I often lock my FPS anyways since I'm on a 60hz screen.

Thanks everyone for replying ive gone with the most obvious solution placed the case on top of my table.

So, I've got the ROG 5700XT Strix, and one of the steps I took to tackle the black screen of death issue (which I assumed was made worse by high heat) was to:
Adjust the fan curve, it still isn't very loud but now I am keeping the fan running at all times. Temps usually between 60 - 70 stable with 100fps running Warzone at 1080p max settings I moved my CPU cooler to the top of my case and placed two 140mm fans to draw cooler air in - these fans push cool air above and below the card. My assumption is that the heat sync on the back of the card is slightly more effective, but now the triple fans have cool air to pass onto the heat sync.  The issue is significantly less annoying since it pops up way less, but my temps are way lower.
ex: Right now it's running 37 Celsius on both the GPU & Junction -  and underload it will get up to 70 (which is totally fine)
 
 
My CPU is also running with a slight OC so the air coming off the rad might be slighly higher filling the case (3.894ghz vs stock for the 1800x).
 

Because Radeon's launch drivers generally tend to be horrendous, both in general stability and getting the most out of said GPU.

I feel like I saw on YouTube someone talked about Nvidia keeping the best dies for their founders editions, so from a performance perspective you might not get what you're looking for in a 3rd party card. However, I feel like those issues have been resolved since launch - Google search results for recent issues doesn't lead me to believe it will be a factor.

If you can afford it try to pair with at min. something on the Zen 2 platform, like a 3100 or better yet a Ryzen 5 3600..for the video card I'd do at min. a  Radeon RX 560 or GTX 1650. 

It is a bit over to add an ssd.

Other factors involved. What gpu do you have? Are you going to be using the integrated graphics?
 
If you don't plan to upgrade, 450 watts should be enough. If you do, buy a psu with around 500-600 watts.
