Would a soundcard fix this issue

I have a Core i3-4590, GTX 1660, 16g of ram, a 600w Thermaltake tr2, and a MSI Z97 GAMING 5 with Windows 10. Any mic I plug in always just outputs static, its not that there is too much static and it drowns out my voice, its all static. Ive tested out 3 different mics and none work, Ive tried USB and 3.5mm, they all work on other PCs though. Ive tried many different solutions but none work. This is a relatively new problem, Ive had mics work before, but until like 3-5 months ago they all have stopped working. I have changed out the power supply but they were both the exact same power supply and I'm not sure if it stopped working because of the new power supply or if it was a windows thing, or just my PC in general. I have tried updating drivers, fixing mic settings in windows and many more but none have worked.

Yeah, it says I already have the best drivers installed. Im using a generic mic in a headset so its not going to have anything fancy.
