    For gaming and streaming - 3700X and 2080S. If you were to stream using your CPU for encoding, I'd say 8C/16T is still enough, though you might have more headroom with the 12C/24T 3900X, but my advice would be using your GPU for encoding instead using NVENC.
     
    That being said, as also suggested above, if you could at least wait until September for Nvidia's Ampere GPUs (RTX 3000 series), you might be getting a lot more for your money.

    Most likely the Nvidia 2000 generation. Also, Big Navi is coming (new AMD generation)

    If you are waiting until December, then get Ryzen 4000 and the new Ampere GPUs.

    If budget allows, 3900x and 2080 super. Many cores and a great gpu, what's not to like?
