I understand completely trying to stretch and buy as much as you possibly can, and that the PSU most likely WILL NOT explode or kill the entire world.  But there is a chance, as noted by the rating on the PSU which it was given because shit HAS happened.

Now that you know that, buy your 6600, undervolt or not, and buy quality components in the future.  You bought a 6600 and not a Chinese knockoff piece of shit, so bring the rest of your machine to that level.  Balance.

you can undervotl the cpu and gpu for now, but better get a better psu when you can. You can ask help for that in this forum when the time is right

You could make it work, but you might be risking your hardware.

No. Corsair VS is a very low quality groupregulated PSU. I don't recommand it for any system with dGPU.

Corsair VS450 with a grey label is D tier PSU,

I don't recommend 450W low quality PSU on a system that needs 400W roughly, because PSU Wattage doesn't mean it can power with the number it says.

450W PSU if it's effectivity is low can deliver 360W or even less.

So, it's better that you get similar W PSU with higher quality, or higher W PSU whith silighty higher quality..

I really dont want spend more money than needed so if it is possible to undervolt for now Ill gladly do that, sell my gtx 1060 and use that money to get a better psu and maybe ram or storage good to know it is a viable option will still wait to hear more opinions before deciding.

there isnt even hopes of a refund and also thats a shit ton of money god damn, his parents must be woefully unattentive and he must be an idiot, this is why micro transactions shouldnt be in video games they are small enough that at a glance you dont notice the money being spent and the things they offer skins, etc. are just enough to keep coming for more but thats mobile gaming for you since its easier to make mobile games but impossible to actually sell them at a reasonable price, just make them ftp with a casino attached, and with smart phones being as accessable this issue is only going to get worse.

Any system can have an SSD as long as you have SATA ports.  And they all do.

    Fresh install.
It will be a world of difference, having your OS on an SSD as opposed to an HDD. Windows 10 on a mechanical hard drive is just horrid.

Better systems responsiveness and am over all better experience
Way faster boot times as well.
    Depends
A lot of games have a lot of assets to load which an HDD can sometimes struggle with.

The hard drive is the single slowest component of the machine. Using a modern PC with spinning drives are like wading thru treacle with your legs tied together. Really, truly absolute garbage.
I've worked on a few brand new laptops recently, machines with reasonable specs, but having a hard disk, and even just doing general everyday tasks it felt like using a 10 year old clunker.

8GB of ram isnt ideal, but will only cause issues sometimes, with particularly demanding games.
