    drop the power target in the radeon settings to -50% and see if it passes anything.

    You could also try updating the motherboard's bios if that doesn't fix it.
     
    No idea what the issue would be otherwise. Could try running linux just to test some games without windows.
     
    or use some even older drivers maybe.

    MSI B450 Tomahawk is a Tier C Motherboard, which is more than enough to max out a 3700X.  I've used it in a number of builds!  Buy with confidence and it will work great!!

    MSI has stated they will have support on  ALL of their boards, even the "non" Max boards.  Other manufactures have not yet committed to any strategy.  But from what I understand ASUS was the least supportive of adding support...but it's each board manufacturers decision
     
    If you are going to wait and don't mind spending the extra for a B550, you will get PCIe 4.0 support and guaranteed Ryzen 4000 support.  If that's important to you, the by all means wait.

    Well, no. Intel 14nm & 10nm is far behind TCMS's 5nm process node.

    Why don't you want to build a PC? I'm not trying to be aggressive here, but you will get better value for money if you build it yourself?

    Like Seany said, there just aren't a lot of mATX boards out there with onboard Wifi and Bluetooth and both those two boards don't terrible excite me.  I'd suggest getting a better board and then add a PCIe card with an Intel AX200 Wifi6 card on it that will give you wifi and bluetooth if you get one that has the USB2 output...they are like $30-$40 and you are not settling for a lower wifi speed....then you'll want to upgrade your router to a Wifi6 too....it's a vicious circle!

    The 10700K just won most disappointing CPU on Gamers Nexus youtube video this morning....so there's that.
     
    It it were me and Gaming was my focus here 10900K as it will also do your other tasks very well.  But if you want better all round performance and are cool with what might be unperceivable fps gaming differences or you game in games that are already maxed out....then a 3900x is the way to go, step up from the 3700/3800x and you'll be much happier with the higher clock speeds and extra cores.

    Sounds to me like the motherboard is relearning the parameters of the memory.  It could be because it's running a little over voltage or it could just be because the MB is getting old.  Or it could be corrosion, as it has been around a while.  You can try taking out the memory and with a dry clean toothbrush cleaning off the contacts of both the memory and slots to see if that help. BUT if you're going to be upgrading soon anyway.....might not be worth the effort.

    At this point, I'd pull the AIO and try the stock cooler if you still have it.  Then consider your options....lots of good air and aio coolers out there.

    You are making sure you are using the GPU and not the IGPU on the Intel chip right? This would be done under the Nvidia control panel and choosing what applications do what. Select high performance and it should work just fine

    With OBS is could be a number of things, from encoder settings, to resolution, downscaling, to bit rate.  Lots of good videos on how to set it up correctly out there, just search Youtube.....then if its setup correctly and you're still at 100%....definitely share your config...you may need some hardware upgrades.
