  1. No, not really. Although there are apps like 3D Scanner for ARCore by Lubos Vonasek, which are pretty nice for making models, they can't make very good 3D printable models. If you've got a DLSR and a good PC then you could use a program like Meshroom or 3DF's Zephyr to make a more detailed model, which you could export into a printable format, but that's a bit more difficult.
