I just extended my C drive by using a free tool (Minitool). And it worked for me. I can suggest this to you as well. It takes some time but works.

Agreed with @Slottr, most probably it happens with the OEM keys.

One more possibility can be there, if you have ever used pirated Win 10 on that PC, then the activation process tells you that "Could not activate your license due to could not connect to the MS server"

Make sure 'Windows Update' and "Software Distribution" services are in the running state. Hence, make sure Windows is getting updates properly.

I'm so sorry for the misunderstanding. Yes, I misunderstood. I have read your first message carefully. Please try the following solution:
Use the Windows Search and Indexing troubleshooter to try to fix any problems that affect this process. To do this, follow these steps:
Select Start , then select Settings . In Windows Settings, select Update & security  > Troubleshoot . Under Find and fix other problems, select Search and Indexing . Run the troubleshooter, and select any problems that apply. Windows will try to detect and solve them. You can also use a command prompt to open the troubleshooter. To do this, press Windows logo key +R, enter cmd in the Open box, and then select OK. At the command prompt, run the following command:
    msdt.exe -ep WindowsHelp id SearchDiagnostic

    Also try to use cortana:

first you must turn on AHCI.
second, please write the error code in the blue screen, that way we can mitigate the problem.
do you run the installer from a usb or a migration program?

    1) Insert your flash drive (it will be formatted)
    2) Run MCT
    3) Select Create a USB Installer
    4) Select the drive from the list (make you choose the correct drive)
    5) Click OK and wait for it to finish
    6) Insert USB into your new PC
    7) Power up and mash boot menu key
8 ) Select the USB from the list and hit Enter
    9) Follow the installation Wizard through as normal
    10) When asked choose "I Don't Have A Key" and select the Windows version you want from the list

After this is finished your PC will have Windows installed, now you can buy a key from where ever you choose and activate Windows with it.

2004 is the latest version. It was released at the end of May. 1909 is the version prior.

It's known to have issues, as all of the W10 build updates do at release. They tend to roll out in waves, going for known supported devices first and as testing and validation builds, will roll it out for more systems.

I wouldn't advise updating yet. It hasn't been out long enough to really judge where the bugs are. Also, this is a feature update for the most part, not a security or critical update, so it's not really important for you to apply it. I'd wait until it can be pulled from Windows Update rather than using the update assistant.

I agree with @Jinu. You should try safemode or clean boot your computer to diagnose whether it is a hardware issue or a software issue. If your computer works fine in safemode or in cleanboot then you should turn on the startup services and applications one by one to check which is causing the problem. If your computer acts the same in safemode then it could be a hardware conflicting issue.

There are many reasons behind the 'Not Recognizing USB' issue. In your case, it seems like a driver issue but you should have to diagnose it from the beginning. I found this for you, please do this:
