    It just limits tdp for systems with limited cooling or power. The idle power is about the same.

    You can use any of the SAS ports to connect to your RAID card or HBA. I have 2 RES2SV240's, connected to a LSI 9271-8i RAID card (one to each SAS port on the RAID card), providing 40 SAS connections. You can use either the PCI-E slot or the Molex connector for power...it just provides flexibility.

    You use an SFF8087 to SFF8087 cable into any of the 6 available ports. So you will have 5 available ports for connecting devices. 
    SAS is quite a universal standard like USB, theres no dedicated Input/Output, everything is just addressed via SAS Addresses.

    Ye you need anouther sas hba to use it.
     
    That card has a molex connector for power.

    Most sas expanders don't need the pcie slot, its just for power. So you can just mount it somewhere else in the case.
